It's forbidden.
You can only have one account per user. Any newly created accounts will be rejected, and not upgradeable to Tier 2. Moreover, if we detect that someone is maliciously creating multiple accounts we reserve the right to ban their original account as well.
With that said if you accidentally create a new account, for instance by forgetting your account credentials, we won't penalize you.
